They Don't Finish their Jobs

I decided to get solar panels installed on our home. I made the huge mistake of going with Elan Solar. Its been 8 months now and the solar panels still don't work. I call them everyday, I send them emails and call/ text their owner "Kevin". I email the COO everyday, with NO answer. They never answer and when they do they tell me they need to schedule me with the city for a final inspection. Dont make the mistake of hiring them.
