2 years and still having issues, no direct contact number

I initiated a new roof and solar project under net metering 2 with Semper in 2023. It took over a year and a half to get the project done, with several issues along the way, including a bait an switch on the "light weight" ie. less durable product. Every time they have to address a concern, the break numerous tiles (over 200 last time). After the first major rain, we have a leak in my girls bedroom coming from a light. They refuse to supply their general liability information (policy number and provider) so I can submit a claim through insurance instead (which is illegal). 3 weeks later, still a tarp on the roof with no scheduled time to fix it permanently. Awful, Awful, Awful.
