Out $11K in electric costs and still no response

We had Extreme Solar Solutions add solar panels to our barn to offset the costs of installing a new well at a second meter we also own in April of 2023. It is now June of 2025 and they have yet to complete the interconnection agreement with PG&E, so we have paid over $11k in electric charges while PG&E has gotten $11k worth of free electricity because they won't apply the overage to our 2nd account. I am now seeking legal counsel to try and recoup my losses. This post is my last resort before reporting to the Better Business Bureau.
