Mr. Westbrock is very professional and technically competent. He also spent a lot of personal time, without legal counsel, before the State Regulatory Commission (PRC) presenting evidence and helping the commission to make rules supporting the state`s requirement for renewable energy production. This was the rule that instituted the Renewable Energy Credit of $ .13 with El Paso Electric and which makes photovoltaic a no brainer in an economic sense. By helping to get us the REC as well as net metering, we receive a benefit of approximately $ .25/kwh. Remember that Mark and Positive Energy did this for you!<br />My first installation was in November of 2008 for a 2.6 kw system. I asked Positive Energy to install additional panels to bring my capacity to 3.4 kw in October 2009. Both jobs were completed on time, at or below the quote and have performed perfectly ever since. I net an average of $ 60/month plus free electricity from El Paso Electric. I am quite happy with the system and with Positive Energy.
