<br />incentives from the federal government are ment as credit that have to be used<br />in 3-5 years. if your income is low and you don`t pay alot in taxes you will<br />never get full use of the incentives. this loophole only seems to benefit the rich and not take into concideration the lower income people. this is not the fault of the contractor just something i found out after the install. the only way to fix this is to change the law.
