Panels never hooked up to the grid

We installed Vivint October 2015, on October 2016 I found out that our solar system was never hooked up to the grid therefore Vivint solar was estimating our usage and charging us for it. When I spoke to customer service they admitted their mistake and said that I would have a refund coming to me. It has been 3 months now and I am still waiting for my refund. Everytime I call Vivint, they give me a different story about how the amount has or has not been approved. I can never speak to anybody higher up than a supervisor. When you ask to speak to someone higher up they say that there is nobody you can speak to and they refuse to give you any information. I was given a corporate number supposedly to handle customer complaints and Tyler who is a supervisor there basically told me there was nothing he could do to help me and that I had to speak to somebody in the Fleet Department. Well I've spoken to the people in the fleet department and they're the ones that keep giving me the runaround. How ridiculous is it that you can not even talk to somebody at a corporate level what kind of company is this?
